Applicants Although there are no formal age restrictions for participants, applicants who are not of normal student age will receive greater scrutiny; Final-year students are barred, per State Department guidance; First-year students may apply, but will have more difficulty proving sufficient ties to Russia. One-year of college is not deemed significant enough investment in education to establish ties; Graduate students may participate, though previous remarks about first and last year students will apply to them, as well; We welcome repeat participants, though third-time participants will need to convince the consular officer of the cultural importance of a third trip; Students from other countries who study in Russia may participate in the program. Final year students may participate in camp counselor programs, as can people who are not students. Of course, they must still qualify for visa issuance. Application Procedures Procedures will remain the same as 2004 procedures. Every applicant must come to the Embassy for a personal interview and fingerprinting. The applications should include: DS-2019 - it does need to be signed. Job offers are not required prior to application submission; Visa application forms DS-156 (only 1 copy) with a photo of the applicant against a light background, DS-157 (for men ages 16-45), DS-158. Place the agency seal on each DS-156; Student spravka; Copy of the studencheskiy billet -bring the original to the interview; A valid passport. Applicants should bring to the interview the studencheskiy bilet, zachyetnaya knizhka, work spravkas for their parents. Documentation regarding home/apartment/car ownership is not necessary. Before the visa can be issued this year, the consular officer must see proof that the SEVIS fee has been paid. Instructions for paying the SEVIS fee can be found online at www.FMJfee.com. We recommend submitting a copy of the SEVIS fee receipt at the time applications are submitted, and asking the student to bring the original of the receipt to the interview. Final Reminders Applicants may apply at any consulate in Russia, but remember that staffing in Moscow will permit us to absorb large numbers better than the other consulates. When possible, direct your applications to Moscow to avoid major delays in Yekaterinburg, St. Petersburg, or Vladivostok. All metal objects must be removed from pockets before entering the Embassy. Cell phones, lighters, can openers, tin cans, everything. If possible, such items should not be brought to the Embassy at all.
